What is the Committee on Preschool Special Education (CPSE)?

For children between the ages of 3 and 5 who have disabilities, special education services may be recommended by the Committee on Preschool Special Education (CPSE). If you suspect that your preschooler has a disability and is in need of special education or related services, please contact the Department of Special Education Services at 914-478-6284.

How do I make a referral to the CPSE?

Referral to the CPSE must be made in writing and sent to the Department of Special Education Services. Once a referral is received, the CPSE will send to you a Request for Consent to Evaluate Form. Upon receipt of your written consent, evaluations will be conducted by the agency of your choice, and a meeting will be held within 60 calendar days thereafter to determine eligibility for services.  You have the right to withdraw your consent to stop the evaluation process.

How is eligibility for services determined?

The evaluations, along with information from the preschooler’s parents and teachers are reviewed at a CPSE Meeting. Based on the information reviewed if the child is found disabled in accordance with the definition set forth in State regulations and requires specialized instruction or related services the child will be found eligible. If found eligible the CPSE will develop an Individual Education Program and recommend services to meet the child’s special educational needs.
